just wondering if the songs that ended up on government commissions were all the songs that mogwai ever recorded for the bbc? were there other songs recorded and the ones they picked just made it onto the album?

They were picked from a substantially longer list. The BBC sessions/live sets are all listed in the Brightlight gigography:
